The Agreement between the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Government of Flanders (Kingdom of Belgium) for cooperation in the marine sciences, was signed at UNESCO Headquarters, Paris, France on 6 March 1998 by Dr Federico Mayor, Director-General of UNESCO and Mr. Luc Van den Brande, Minister-President of the Flemish Government. The agreement provided the framework support for the development of the Ocean Data and Information Network for Africa (ODINAFRICA). Through this agreement support was be provided for development of a data exchange network in Eastern Africa-IOCINCWIO (ODINEA), and an information network in Western Africa-IOCEA (RECOSCIX-CEA).Publisher or University
