Tools to manage by-catch and use of technics to increase postselectivity survivalAbstract
In 2009 the Committee on Fisheries (COFI) of FAO provided for the preparation of International Guidelines for By-catch Management and Reduction of Discards. The objectives of the guidelines are to minimize catch and mortality to promote responsible fishing, provide orientation on the measures to adopt and improve the records and estimates of all by-catch components. The management plans and best practices include, among others, (a) examination of the determinant factors, obstacles and benefits, (b) elaboration of measures adequate to each fishery, (c) adoption of the best practices in cooperation with stakeholders, (d) promotion of incentives to fishermen, and (e) fostering cooperation taking their views into account. In general, with selective fishing gears by-catch can be reduced by 60-70 percent. Solutions vary according to fisheries and regions. A device or method that works properly in one area does not necessarily do in others. Practical, effective and enforceable solutions are needed. Selective fishing is justified only if a significant number of fish and other organisms that escape survive. Different technics are required to counteract the numerous factors that affect survival of specimens that escape trawl nets.En 2009 el Comité de Pesca (COFI) de la FAO dispuso la preparación de Directrices Internacionales para el Manejo de Capturas Incidentales y la Reducción de Descartes. Los objetivos de las directrices se orientan a minimizar las capturas y la mortalidad para promover la pesca responsable, dar orientación sobre las medidas a adoptar y mejorar el registro y las estimaciones de todos los componentes de las capturas. Los planes de manejo y mejores prácticas incluyen, entre otros, (a) el examen de los factores determinantes, inconvenientes y beneficios, (b) la elaboración de medidas adaptadas a cada pesquería, (c) la adopción de mejores prácticas en cooperación con las partes interesadas, (d) la promoción de incentivos a los pescadores, y (e) el fomento de la cooperación tomando en cuenta sus opiniones. En general, con artes de pesca selectivos la reducción de capturas incidentales puede alcanzar un 60-70 por ciento. Las soluciones varían según las pesquerías y regiones. Un dispositivo o método que funciona adecuadamente en un área puede no responder en otras. Se requieren soluciones prácticas, eficaces y aplicables. La pesca selectiva se justifica sólo si un número significativo de peces y otros organismos que escapan sobreviven. Es necesario aplicar distintas técnicas para contrarrestar los numerosos factores que afectan la supervivencia de los individuos que escapan de las redes de arrastre.
