| Abstract: | The implementation of the GPA is primarily the task of Governments, in close cooperation with
all stakeholders including local communities, public organizations and the private sector. The
GPA identifies the Regional Seas Programme of UNEP as an appropriate framework for
delivery of the GPA at the regional level.
The Regional Seas Programme was initiated by UNEP in 1974 as a global programme
implemented through regional components. Since then, the Governing Council of UNEP has
repeatedly endorsed a regional approach to the control of marine pollution and the management
of marine and coastal resources and has requested the development of regional actions plans. |
