A traditional area of success for IODE has always been its Capacity Building Programme. Since the establishment of the Programme in 1961 many training courses and workshops have been established, missions to member states undertaken and through these training efforts the network has reached a total of 65 NODCs in 2002. However, despite these 4 decades of training the IODE Secretariat ‘discovered’ in 1998 that there existed no standard curriculum or even training material for ocean data and information management. Although an effort had been made in this direction with the OceanPC initiative, this had never been expanded to a more comprehensive training system and remained ‘only’ a software toolbox.Pages
